I think that it’s silly and created by people who see similarities, and take that to make guesses that don’t have to do with any actual evidence.. =w=…
The closest you’re going to get, is a similar look in Charon and Kasuka, in the 2000’s. Now, the only problem with that is Charon is American, and Kasuka is Japanese. Charon’s hair is even actually RED, like Claire’s, and he dyes it black.
Huey only has only had three real children; his child with Monica (from which Luchino descended), Chane, and Liza/Leeza. Shizuo and Kasuka’s parents even have names in the DRRR!! novels (Kichirou and Namiko), so in all of those things, it’s not true. Even if people try to stretch it, I just can’t see it being true.. xD;
I think people tend to forget the ethnicity of the DRRR!! and Baccano! characters when they make these silly theories.

Now that Karneval is getting an anime adaptation, I am now waiting for an “Are You Alice?”, “Stray Love Hearts” and Season 2 of “Pandora Hearts” anime. Yes. WAITING.
